Update:

Well, while what binkle says is right, it isn't quite the whole story:
There was a guy re-logging onto the hub from all the computers on his floor (He was in REV, not here in my building); the hub owners did try to ban his whole subnet; but what ended up happening was that one of them made a syntax error, and instead of banning 15 people he banned 15 entire subnets, of which one was mine. Anyway, the whole issue was resolved by this morning, and I am reieved to know that I wasn't the victim of a power-mad super-nerd, only the victim of his bad typing skills.
